Assessment

KMC is constructing a US$200 million lithium sulphate plant with planned capacity of about 75,000 tonnes annually, commissioning targeted for July 2027 — approximately six months after the 1 January 2027 concentrate export prohibition takes effect. The company reports plant design complete and equipment manufactured and in transit, so a build is demonstrably under way. COO Turkey Liang told the Parliamentary Portfolio Committee on Mines on 18 August 2026 that KMC supports the beneficiation policy but argued implementation should reflect individual mine resource positions, citing open-pit reserves of about five years and a broader resource life of about ten years at current mining depths before underground extraction becomes necessary. On the stated timeline KMC has no domestic sulphate processing route available at the deadline, though unlike operators with no announced plant a route exists and is late rather than absent. Assessment is forward-looking: the prohibition is not yet in force and no breach has occurred.
