Assessment

Premier African Minerals is not among the six producers granted export quotas in April 2026 and therefore holds no quota-linked commitment to establish a lithium sulphate plant before 1 January 2027. The operator is outside the assessed obligation, and no compliance position against that deadline is asserted. Separately: Zulu operates a concentrator only, with no sulphate plant existing or announced. Plant operations did not recommence in July 2026 as anticipated, pending negotiations with offtake partner Canmax over a Long Stop Date extension; mining and stockpiling continue at reduced scale while plant upgrades proceed. The company has described a highly precarious financial position, with approximately US$46 million owed to Canmax under a 2023 prepayment agreement. Supersedes the assessment of 31 July 2026, which recorded non_compliant — an error, as the operator was never subject to the quota-regime obligation.
